Synopsis: libtool/shared library numbering issue

This is actually the way libtool is designed, and probably works around an old
bug in the IRIX runtime linker where major numbers of "0" were invalid.
Thanks to the automatic libtool PLIST registration, this should no longer be
a problem; if you find a package where this is not working properly, please
send-pr about the problem for that specific package.
