Most of the changes provided this PR were not integrated:

1.) It is absolutely unnecessary to enforce the creation of two extra
    accounts for BIND 9. If somebody wants to use such an administration
    approach on her or his machines she or he can create the accounts
    manually.

2.) There are no benefits in renaming the package to "bind9". The version
    number makes it very clear and obvious which release of BIND is
    provided.

3.) Nothing in "pkgsrc" needs the old BIND 8 library which would be
    provided by this changes. We don't even know if it is safe as
    the originator of this PR admitted.

4.) We already have a startup script for lwsred(8).

5.) The change to "rndc" is probably a good idea but a "-g" option would
    be better. However such a change should be proposed to the ISC and
    be decided about by them. I prefer to limit changes of behaviour
    between BIND 9 from "pkgsrc" and other distributions.

I've therefore only committed the approved description.
