Section 8.1 contains the following text:

        8.1. RCS ID

        Be sure to add a RCS ID line as the first thing in any PLIST file you 
write:

        @comment $NetBSD: pkgsrc.txt,v 1.17 2005/02/10 11:30:01 sketch Exp $

Obviously the RCS ID shouldn't have been expanded.
I haven't checked the rest of the file.
