This looks like it may be a bug in djbdns itself. Could you bring it up 
for discussion on DJB's "dns" list? (See http://cr.yp.to/lists.html fpr 
subscription info.) If the list discussion results in consensus, I'd be 
glad to include a patch in our djbdns package.
