CONFIGURE_ARGS+= --with-pam

$ make show-var VARNAME=USE_PAM
no
So the test fires and linux-PAM gets built.

test variable value as well as presence
use ../mk/pam.buildlink3.mk instead, to pull in appropriate PAM version
Not able to test PAM myself.. not sure if there are compatibility
issues between variants.
