It is pretty clear now there is an issue with submitter's environment,
most likely because some left over of a previous package installation
with an inconsistent PLIST.  However, it is not currently possible for
the submitter to start with a clean room, so the issue will stay.
Hopefully the system the issue happens on will undergo a do over soon
that should help forget about the issue.
