I would suggest a conditional dependency.

Look into pkgsrc. I've seen some thing like
.if Not "NetBSD"
add dependence here
.endif

searching Makefiles for readline should be a great candidate for finding some inspiration.

Because psql coredumps (at least on 2.0_BETA) with libedit.
