There is the following definitions for "ja_JA" locale in
pkgsrc/mk/*.pkg.dist:
	AIX.pkg.dist:            ja_JA
	BSDOS.pkg.dist:            ja_JA
	Interix.pkg.dist:            ja_JA
	NetBSD.pkg.dist:            ja_JA

This must be a typo, because there isn't any country which code is "JA"
in /usr/share/misc/country, and the code for Japan is "JP" (so
Japanese locale is "ja_JP" instead of "ja_JA").

$ cd /usr/pkgsrc/mk
$ grep ja_JA *
