I've run in some trouble on a box by accident and it seemed, that
the cleanest way to get out of them would be to build pkg_install
package.

I've removed NO_PACKAGE and NO_REGISTER from pkg_install Makefile
and built it.

It packaged itself okay. It works okay.

Perhaps pkg_install could be marked as "can't be deleted" in some
other way (let's make pkg_delete sensitive to some BUILD_INFO variable,
for example!), instead just blocking that in Makefile. 

Releasing packaged pkg_install - IMO - has some benefits over 
solid "bootstrap" tarball (I could binary upgrade pkg_install, for
example). Especially when it comes to non-NetBSD operating systems.

Or, perhaps, pkg_install could be moved even on NetBSD from /usr to 
/usr/pkg and become more separated part of the OS.
