Well i gues SciTe can do it
Which i recommend for for people who like textpad and or notepad++
(like me!)
and have trouble finding equals on unix, that doesnt suck.
I went by the scintilla site, and it seems they have support
for utf-8.

I would be surprised if emacs couldnt do it....
(i use emacs and scite on unix)
