How did you install NetBSD in qemu?  Not with an installer CD, probably?

You can either reinstall it using a bootable CD, or use a bootable CD to
mount / and run /dev/MAKEDEV to create the missing device nodes.  You will
have to run other actions manually as well though, which the installer all
runs for you.
