 One last comment for anyone else who reads this thread looking for a
solution -- i went to the local used computer depot / salvage and bought a
PCI card with two USB 1.x ports for $5 US.  The same keyboard worked fine
connected to this card instead of the built-in USB ports.  So it seems
pretty clear that the problem is with the USB chip on at least some of the
current Optiplex models.
