How about "scsictl detach" and rescan?

I know the problem you're talking about, though, I've seen it.  A
process blocks all signals until it comes out of a kernel sysctl or I/O
system call.

I shy away from direct use of mt(1) if I can.  Its worth looking into.
My guess is st(4) dealing with failures, not mt(1).
