I imagine that openvpn:
http://openvpn.net/
is one of the solutions (I don't use it myself; but it's in pkgsrc
and seems to be the preferred free solution nowadays).
And if you have only limited, scarce needs, ppp over ssh is a solution
(for Unix based system; for Windows, I don't know if there is something
like pppd(8)).
