You have README in that directory, which tell you what is what.

Same situation like 3.1.1.

There is no NetBSD 5.0 at that moment. Current is ahead of releases,
so things in current now (4.99.16) is going to be merged in 4.0,
3.99.x current is being merged with 3.x.
