ftp://ftp.netbsd.org/pub/pkgsrc/packages-<branch name>/NetBSD-*

the up-to-date set of packages for netbsd-3/i386 is
ftp://ftp.netbsd.org/pub/pkgsrc/packages-2006Q4/NetBSD-3.1/i386/
