Sorry, but the packages are identical with yours:
rman-3.2.tgz and tkman-2.2nb1.tgz

What you get is not what I get running "rman -v". I downloaded rman from 
two different ftps:
1) 
ftp://ftp.netbsd.org/pub/NetBSD/packages/packages-2006Q3/NetBSD-3.0/i386/All/
2)
http://babylon5.netbsd.org/pub/pkgsrc/packages-2006Q3/NetBSD-3.0/i386/All/

but both versions are identical and give the same results for -v options.

Perhaps you should dloaded them and check against the output they spit 
out. Maybe the rman package is OK but it returns old string for -v 
option and tkman goes stupid and switches off?
