This breaks /etc/security in the following way:

> Checking special files and directories.
> etc/localtime:

i.e. /etc/localtime is listed as a symlink but it is now followed and found
to be a regular file.  

So I'll just use /etc/mtree/special.local for overrides, as suggested by
salo.
