The official location of the zone files is from
ftp://elsie.nci.nih.gov/pub/ (tzdata)
The NetBSD code is at src/share/zoneinfo.
I don't know if there is binary format changes. But you could probably
regenerate the timezone files as needed.
I haven't tested, but maybe something like:
zic -d ~/zoneinfo australasia
(You may need to check out -L leapseconds or other stuff too. You can see
some examples in the Makefile.)
