Yes, the fact that there is a script called "postinstall" distributed
with NetBSD 3.0 which does this job for you:

# postinstall -s /scratch/netbsd/20051208-3.0_RC6/i386/binary/sets/etc.tgz -d / check
[...]
makedev check:
        (Checking for MAKEDEV from /tmp/_postinstall.18270.0/etc.tgz/dev instead of /tmp/_postinstall.18270.0)
[...]
pam check:
[...]
postinstall checks passed: defaults gid hosts makedev mtree named pam periodic postfix rc sendmail ssh wscons x11 uid obsolete
postinstall checks failed:
