I did a q&d upgrade from 2.1 to 3.0rc5 on an i386 box as
follows :

replace kernel, reboot
untar base, misc, comp, text, xblah  ... (all except etc) over the top
of everything else
copy the new etc/pam.d into /etc and a couple of files from /etc/rc.d
that have changed.

reboot

comes up ok *except*

dhcpd whinges :
