Subject: Can't login or su when using login.conf?

I'm using NetBSD-3.0 BETA
1. Make a simple /etc/login.conf
# cd /etc
# echo 'default|default class:hushlogin:' > login.conf
# cap_mkdb login.conf
2. Attempt to use su or login
# su
su: pam_acct_mgmt: error in service module
# login
login: root
Password: <correct password>
login: pam_acct_mgmt: authentication error
Here's what /var/log/authlog has to say:
Oct 31 13:55:26 8300 su: default: unknown class
Oct 31 13:55:32 8300 last message repeated 2 times
Oct 31 13:55:32 8300 su: pam_acct_mgmt: error in service module
Oct 31 13:55:56 8300 login: default: unknown class
Oct 31 13:55:59 8300 last message repeated 4 times
Oct 31 13:55:59 8300 login: pam_acct_mgmt: authentication error
This persists after a reboot.
What am I doing wrong?
