I haven't tried NetBSD 3 yet (I will soon :-) but from what I can see
(very quickly) on:

- http://cvsweb.netbsd.org/bsdweb.cgi/src/dist/pf/
- http://netbsd.gw.com/cgi-bin/man-cgi?pf.conf++NetBSD-current
- http://www.openbsd.org/plus33.html=20
  ("Merge of altq(9) and pf(4), still some work left to do.")=20

that pf and altq are completely merged... so I recon that if you have
pf you will
get altq. But then again, I didn't try it... Who has?
