French people have one (http://netbsd-fr.org/), it's rather great but
the forum part isn't sufficiently known. Maybe the main netbsd site
could host a wiki or a forum, with a section for links on great "locale"
sites like http://netbsd.se/ or http://netbsd-fr.org too.

It's a bit like the mailling-lists with locale parts, but many people
prefers forums/wiki.

I think a forum could be duplicate use (since mailling lists already
exists), If they can't be merged it isn't necessarily a good idea, just
fewer people will use each of them.
A wiki for FAQ and Documentation project could be *very* nice, many
people, new to netbsd, ask for upgrading packages etc... in a FAQ/doc that
can be edited by everybody you should find every solution (pkg_comp,
pkg_chk, pkgmanager, etc...) with pros & cons.
I personally will love to see that happen.
