I create various partitions /u1 /u2 /u3 etc. and then create /u1/cvs,
and then within that /u1/cvs/foo-cvs.  Then I symlink that from
/FOO-CVS and have people use machine.example.org:/FOO-CVS as the
CVSROOT.  This way I can move repositories around on a machine without
affecting checked-out trees.  On one machine / has 35 such links, but
that's not causing trouble.
