I can't find any documentation on traffic shaping with NetBSD.  I'm using
ipfilter.  

I want to reserve a minimum bandwidth for ssh connections, so I can still
comfortably use the command line when someone is downloading from the
server.  I suppose that's quite easily done.  

Any pointers?
