No, but almost. It's missing the most recent changes to

	src/doc/CHANGES-2.1
	src/gnu/usr.bin/groff/tmac/mdoc.local
	src/share/tmac/doc-common
	src/sys/sys/param.h
	src/gnu/dist/cvs/src/cvsbug.in

i.e. the problem I reported is in RC1 as well...
