In theory, I agree.  In practice, I had trouble because a coworker had
CVSROOT set and non-matching.

Because CVSROOT in environment is often wrong (I use a half-dozen
repositories daily), I consider it to be a sloppy practice.  But, I
can see the point that it's documented not to hurt.
