Until a year or so ago I used 1.5.2 on a 486 with 4Mb of RAM. It
installed and booted OK, and then I installed a stripped down kernel
that I'd compiled elsewhere. The machine was used as an IP masquerading
firewall for my home network, a role that it coped with admirably. I'd
be surprised if 1.6 could not be used for a machine with a similar
amount of RAM.
