That's not true.  An extracted base.tgz + etc.tgz takes around 64Mb of
diskspace, and gives you a fully functional NetBSD system.  Only without
compilers, games, manpages, ...  But it's functional.  

The problem will be RAM.  4Mb is not enough.  You'll need 8 or maybe even
16.
