Ok, folks. You are beat me :-)

The ftp(1) client doesn't use nor ftp_proxy, nor FTP_PROXY when it
running in interactive mode. Also, there are no ways to use another ftp
client with pkg_add(8). Thus, it seems impossible to autofetch files
via proxy. Alas :-(

IMHO, this worth a PR.
