Regardless of wether it's "standard" or not, stock screen's inclusion
of this header is based on a flawed interpretation of autoconf output,
and pkgsrc contains the appropriate fix.

Also, the reference you're drawing on is outdated.  In its current
edition, <stropts.h> is part of a non-mandatory option group.
