When KDE3 starts up I get a popup window with:

Sound server fatal error:

AudioSubSystem::handleIO: write failed

en = 3860, can_write = 4096, errno = 17 (File exists)

This might be a sound hardware/driver specific
problem (see aRts FAQ)

Since the FAQ is for linux it is no help.
