I've often found that when the modifier key states get stuck on my
system, holding down all the modifier keys at once for a second or two
(e.g. both ctrls, both alts, and both shifts) gets them back to all off.
(Your speaker might beep once a second or so while you do this - it's
normal, and stops when you release the keys.)
