I'd run tcpdump and probably there is an arp request from that IP
address.  I get this on a network where in addition to a real prefix
there is 192.168.x and there are routers with the latter configured
to talk to my machine which has a real prefix.

It should be a simple matter to comment out the printf in the kernel.
