I've been having this problem on my Linux boxes too, under RedHat 8,
Yellowdog 3.1, and Mandrake 10.0.
What I was finally able to do to get them working was to twiddle the
font-linedrawing xresource from on to off and back. I spawn a new
xterm, line drawing doesn't work. I change that resource, xrdb -merge
the resource change, it works. Close that xterm, spawn a new one,
no-go. Change it to the other setting, they work again. It's really
odd and kind of annoying. What I've taken to doing is for every program
I can, set them to use ascii chars for line drawing instead of the
line-drawing chars instead of the special characters.
