I upgraded to 2.0 BETA using binary sets from releng.netbsd.org.  I was 
then able to build the distribution.  This file, ip_rules.h, was 
removed from the 2.0 tree in July, and caused the build to fail when I 
attempted to build the distribution running 1.6.2.  The pr number is 
26639.
