TCP over IPv6 should *never* cause fragmentation. Path MTU discovery
is mandatory for IPv6. Do you perhaps block IPv6 ICMP and therefore
break it?

My outer IPv6 interface uses a MTU of 1280, too, and I can download files
via FTP without problems.
