You can find pkgsrc/sysutils/apcupsd and nuts.  They'll both handle 
serial port APC UPSs.  As far as I know, neither will handle USB UPSs
on NetBSD; there's apparently some support in nuts for Linux, but last 
time I checked, quite a while back, it didn't compile on NetBSD and 
might have been experimental even on Linux.
