netbsd-users: how to set up multiple /etc dirs?

I was looking through NetBSD-1.6.2 a while back and saw that there was some
support for multiple etc directories by using symlinks, but now I can't find
that information.  Was I hallucinating?  Can anyone tell me where I saw this?
