It is a matter of local policy - we should not dictate that.
One example where it would be usefull: my wife would be able to reboot
my server when I ask her to do so on the phone. (Not that I have many
servers with a keyboard, but you get the idea)

The "system shuts down gracefully when pressing the power button" has already
improved the situation a lot - this is similar.
