Does it work after adding it manually?

xmodmap - <<EOF
keycode 67 =3D F1 XF86_Switch_VT_1
EOF

This should enable the VT switch for the first VT. ``67'' might vary
for you, it's supposed to be the keycode for <F1>. Are there any
messages from xkbcomp in your /var/log/XFree86*log?
