You would also need to persuade all other archives to do something
similar.  Ones I know of are:

  http://news.gw.com/ (aka news.netbsd.org)
  http://news.gmane.org/

I'm sure there are more.

I think a simpler approach is just to treat public mailing lists as
what they are:  a public forum.
