Subject: Strange passwd issue

Until "recently" I never had any problems with "passwd". But many of my
users cannot change their passwords anymore:
~~>passwd
passwd: Permission denied
~~>ls -l /usr/bin/passwd
-r-sr-xr-x 2 root wheel 17800 Nov 26 14:24 /usr/bin/passwd
/etc/passwd.conf was never touched, it is still unchanged:
# $NetBSD: passwd.conf,v 1.2 2002/04/15 07:48:00 ad Exp $
#
# passwd.conf(5) -
# password configuration file
#
#default:
# localcipher = md5
# ypcipher = old
How comes? What am I missing?
