The problem was a leftover obj directory in the sources, a) which was
used in preference to creating one in /usr/obj per MAKEOBJDIRPREFIX
and b) had a stale '.install' file which was causing the make install
target not to create the needed directories.  Apparently removing the
tools directory without a cleandir is a bad idea.
