The permissions are read only for root. This is where the problem is
coming from I imagine. Many of the other files look like they were
updated with the upgrade, but this one and some others weren't. Is
this a problem with the build system?
I went to find out what on earth tmac is and does,

netdaemon% man groff_tmac
/usr/share/man//cat5/groff_tmac.0: Permission denied
netdaemon% ls -l /usr/share/man/cat5/groff_tmac.0
- -r-------- 1 root wheel 10162 Apr 8 07:43
/usr/share/man/cat5/groff_tmac.0

It seems some of the man files and files used to produce the man files
do not have correct permissions. Either my build didn't go right, or
my system is slightly askew.
