KDE was written by Linux Kidz. They never saw a machine slower than 1 GHz,
and probably think that 1 second startup-Time is ok.
You do the math.
Now - you probably can tweak the balance between cached files and program
memory and data memory using a few sysctl vm.* knobs; see the discussions=
=20
in NetBSD-current as of a few months ago.
