And when enabling ipfiler your kernel also says IP Filter: v3.4.29 ?
Are you sure you started from a clean tree for your build.sh ?

Maybe try to get a 1.6.1rc2 base.tgz from ftp://releng.netbsd.org/
and see if it works better ...
