How would you suggest dealing with FTP clients using passive mode?  AFAICT
you'd have to have a filter line for each of your potential source ports
(configurable in the ftpd, I know), and then hope that no local client
binds to one of those ports.

Personally I'd prefer just controlling it in the ftpd.
