CUPS is fussy about parallel printers actually being switched on and
online at the time cupsd is started. If it does not find a printer on the
lptX port(s) at start up, it will not give you the option to install one
later.

However, once you get it installed, it doesn't matter whether the printer
is switched on or not when cupsd is started.
